Leadership and Excellence Award: Deborah C. Hoem
This award is presented annually to a judicial employee who best illustrates the furtherance of the Nineteenth Judicial Circuit Court’s mission to the citizens of Lake County, the judiciary, and fellow employees by setting the standard in leadership and excellence.
All judicial employees, except the executive director, are eligible to receive this award. Judges and judicial employees may submit nominations on the designated form which consists of six questions. Nominations are submitted to the manager of judicial human resources, who then shares them with the executive director in accordance with award guidelines. The employee nominated for this award is a person who excels in the following areas:

Deborah Hoem is a Principal Probation Officer serving as a Community Resources Liaison Officer in the Psychological Services Division. She was hired in November of 1981 and she has a BS in Criminal Justice from Illinois State University. Deb willingly shares her gifts, talents, keen-eye, and expertise with others. She distinguishes herself by serving as a mentor and a leader who inspires others with her talents and expertise. She is admired for her extraordinary poise and style in contributing her best to all of her undertakings. This creates an environment that draws the very best from her colleagues. Deb’s performance ranks in the top 10% and she consistently enhances her skills by participating in training and keeping informed of current developments in her field. She was selected for the Bond’s Officer of the Year Award in 2006, and has previously been recognized as an Employee of the Month. She developed and/or assisted with, and remains active in, the following major efforts of the organization: TIM Court; YouthBuild, a Lake County Community Coalition; psychological services contract management; the Repatriate Project; a number of community organizations, such as NICASA’s Women of Worth; a grassroots committee called SUSTAIN; and she serves on the College of Lake County’s (CLC) Human Services Advisory Committee.
In interacting with numerous individuals in the criminal justice and treatment community, feedback received relating to Deb has been exceptional. She has a reputation that reflects her commitment to our organization’s values and is a tremendous ambassador for the Circuit. She exemplifies the quality of an outstanding and dedicated leader, who possesses personal integrity and a thoughtful communicative style. Deborah lives in Grayslake.
